Before <\/span><span class=\"textLayer--absolute\">serving as acting U.S. attorney, Mr. Loucks had a long his-<\/span><span class=\"textLayer--absolute\">tory in the Massachusetts U.S. Attorney<\/span><span class=\"textLayer--absolute\">\u2019<\/span><span class=\"textLayer--absolute\">s Office. He was <\/span><span class=\"textLayer--absolute\">first assistant U.S. attorney (2005<\/span><span class=\"textLayer--absolute\">&#8211;<\/span><span class=\"textLayer--absolute\">2009); white collar <\/span><span class=\"textLayer--absolute\">crime section chief (2005); health care fraud unit chief <\/span><span class=\"textLayer--absolute\">(1997<\/span><span class=\"textLayer--absolute\">&#8211;<\/span><span class=\"textLayer--absolute\">2004); and health care fraud coordinator (1992<\/span><span class=\"textLayer--absolute\">&#8211;<\/span><span class=\"textLayer--absolute\">2004), where he established the office<\/span><span class=\"textLayer--absolute\">\u2019<\/span><span class=\"textLayer--absolute\">s health care fraud <\/span><span class=\"textLayer--absolute\">practice and was involved in major prosecutions, includi<\/span><span class=\"textLayer--absolute\">ng those involving pharmaceutical and medical devices. <\/span><span class=\"textLayer--absolute\">He was a nationally recognized health care fraud prosecu<\/span><span class=\"textLayer--absolute\">tor, handling many of the department<\/span><span class=\"textLayer--absolute\">\u2019<\/span><span class=\"textLayer--absolute\">s most high<\/span><span class=\"textLayer--absolute\">&#8211;<\/span><span class=\"textLayer--absolute\">profile <\/span><span class=\"textLayer--absolute\">health care fraud prosecutions of the past two decades. <\/span><span class=\"textLayer--absolute\">He joined the U.S. Attorney<\/span><span class=\"textLayer--absolute\">\u2019<\/span><span class=\"textLayer--absolute\">s Office in 1985, after five <\/span><span class=\"textLayer--absolute\">years in private practice.<\/span><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Prior to joining Skadden in 2010, Mr. Loucks had most recently served as acting U.S. attorney and first assistant U.S. attorney for the District of Massachusetts.
