She led the development and implementation of several ACA regulations at CMS. She also has worked as an in-house attorney for a population health company serving Medicare, Medicaid and commercial plan clients, and in government relations for a Medicaid managed care plan.<\/div>\n<h2><\/h2>\n<h2><\/h2>\n<h5><a style=\"font-size: 16px;font-weight: 400\" href=\"https:\/\/mn.gov\/commerce\/about\/leadership\/arnold.jsp\">Grace Arnold<\/a><span style=\"font-size: 16px\">, Deputy Commissioner of Insurance\u00a0<\/span><\/h5>\n<div class=\"introduction-wrapper\">\n<p><a href=\"https:\/\/mitchellhamline.edu\/health-law-institute\/wp-content\/uploads\/sites\/19\/2020\/01\/grace-arnold-watermark_tcm17-100819-e1580402690184.png\"><img loading=\"lazy\" decoding=\"async\" class=\"size-full wp-image-3528 alignleft\" src=\"https:\/\/mitchellhamline.edu\/health-law-institute\/wp-content\/uploads\/sites\/19\/2020\/01\/grace-arnold-watermark_tcm17-100819-e1580402690184.png\" alt=\"\" width=\"300\" height=\"300\" \/><\/a>Grace Arnold serves as Deputy Commissioner of Insurance. In this role, she oversees solvency, policy form approval, rate review and review of insurance transactions for life insurance, health insurance and property &amp; casualty insurance business conducted in Minnesota.<\/p>\n<p>Before joining the Department, Arnold led the development of individual and family plans at Bright Health, a Minneapolis-based health insurance carrier. Prior to her time at Bright Health, Arnold held a variety of positions at the Center for Consumer Information and Insurance Oversight of the Centers for Medicare and Medicaid Services, most recently as Chief of Staff to the Chief Technology Officer. In that role, she helped lead the technology turnaround of healthcare.gov.
