Plaintiff filed a \u00a7 1983 challenge alleging that these varied requirements violated his constitutional rights, and in particular his Substantive Due Process rights.<\/p>\n<p><strong> Holding: <\/strong> Federal trial court in the Southern District of New York granted a preliminary injunction in favor of Plaintiff.
