Nord Stream – A Commercial Project With Geopolitical, Environmental and Energy Security Implications

This case sketches the background to the development of the Nord Stream pipelines. This is a controversial project: the construction of one (then a second) pipeline connecting Russia and Germany via an underwater route beneath the Baltic Sea. The project was nearly completed prior to Russia’s invasion of Ukraine which began on 24 February 2022. Despite subsequent events – including the bombing of the pipeline in September 2022 – dramatically changing the scenario, it nevertheless serves as confirmation of the potential implications of situations where private commercial actors negotiate with State-owned or State-controlled counterparts.
