Following graduation from Hamline University, Frank practiced law before being named executive director of Minnesota Continuing Legal Education and recently retired after serving the practicing bar in this capacity for more than 30 years.
In 1994 Frank founded the CLE-CEO Strategic Leadership Forum—a strategic policy study group which brings together the CEOs from 24 of the largest state and provincial CLE organizations in North America and continues to serve as executive director. He consults on matters of CLE design and regulation, working with supreme courts, bar associations and law societies. He is past president of the Association for Continuing Legal Education, the international association of continuing legal education administrators, and current president of the Friends of the Ramsey County Libraries.
Frank is vice-chair of the Mitchell Hamline board of Trustees and chairs the Academic and Student Affairs and Search committees.
