Intergovernmental Relations Counsel, League of Minnesota Cities
Irene Kao is intergovernmental relations counsel at the League of Minnesota Cities. Professor Kao’s practice focuses on civil liability, data practices, land use, annexation, and zoning, and human resources. Prior to her work at the League, she was an attorney in private practice in civil defense litigation. She also clerked for the U.S. Attorney’s Office and was an extern for Judge Donovan Frank of the U.S. District Court of the District of Minnesota. Before coming to law school, Professor Kao was assistant dean of students at Macalester College, multicultural coordinator for the University of New Hampshire, and guest faculty for the Social Justice Training Institute. Professor Kao is a graduate of Hamline University School of Law.
