District Court Judge, Ramsey County
Judge Nicole J. Starr was appointed by Governor Mark Dayton to the Second Judicial District-Ramsey County District Court bench in 2015 and elected in 2016. She received her J.D. with honors from the University of Minnesota Law School. Judge Starr was formerly a Second Judicial District Assistant Public Defender specializing in forensic science litigation, of counsel with Hellmuth and Johnson, and served as a judicial law clerk to Judge Katherine D. Roe, Minnesota’s Fourth Judicial District, and Justice Zakeria Mohammed Yacoob, Constitutional Court of South Africa. Judge Starr is an executive board member of the Minnesota Asian Pacific American Bar Association. She is also a member of the American Academy of Forensic Sciences.
