General Counsel, NASPO ValuePoint
Justin Kaufman serves as general counsel for NASPO ValuePoint, the cooperative contracting arm of the National Association of State Procurement Officials (NASPO), a non-profit organization. Justin served as assistant commissioner for Minnesota IT Services, where he leveraged MNIT’s business operations teams to build value for the State of Minnesota and support the delivery of efficient and effective IT solutions. Justin worked for 11 years in the Department of Administration’s Office of State Procurement, where he focused on contract negotiations, contract settlements, and oversight of executive branch professional and technical services contracts. Justin has presented locally, nationally, and internationally on contract negotiation and public procurement-related topics. He is a graduate of Marquette University, with majors in political science and international affairs, and holds a law degree from William Mitchell College of Law. He currently serves as an adjunct faculty member at Mitchell Hamline and is a guest lecturer for the George Washington University Law School.
