Assistant City Administrator/HRA Executive Director, City of Landfall Village
Tobin Lay currently works as the assistant city administrator/HRA executive director for the City of Landfall Village and is the founder/CEO of Sure Horizons Mediation. Lay earned his bachelor of science in business management in 2011 from the University of Phoenix; his J.D., International Business Negotiations Certificate, and Certificate in Advocacy and Problem Solving in 2014 from Hamline University School of Law; and his M.B.A. from Hamline University School of Business in 2016. Lay is a Minnesota Supreme Court Rule 114 qualified civil and family mediator and he mediates through Sure Horizons Mediation, Mediation Center, Dispute Resolution Center, and Washington and Ramsey County Conciliation Courts.
