After a two-year hiatus, the Mitchell Hamline Journal of Public Policy and Practice is proud to re-launch the annual legislative forum!
This event is free, open to the public, and will be hosted virtually through Zoom for all to attend!
The forum will include a panel discussion on voting rights with Minnesota legislators and a member of civil society. It is intended to provide a discussion and critical analysis, all while informing the public on some of the issues their legislators will be addressing in the current session. Topics include voting rights, access to the ballot box, and re-districting.

Rep. Emma Greenman
Rep. Emma Greenman represents the communities of South Minneapolis and Eastern Richfield (District 63B) and is an Assistant Majority Leader in the Minnesota House. She is a voting rights lawyer with over 15 years of experience working on democracy and justice issues as an attorney, a policy expert, and an advocate. Before entering the legislature, she led the Center for Popular Democracy’s national voting rights and democracy program, managing policy development and advocacy to empower communities to drive a democracy agenda that protects and increases access to the ballot at every level of our democracy. Rep. Greenman also practiced law as a public defender and as a civil litigator at Maslon LLP where she served as pro bono counsel to the ACLU-Minnesota on voting rights litigation. She holds a law degree from UC Berkeley School of Law (Boalt Hall), a Master in Public Administration from Harvard’s Kennedy School of Government, a BA from George Washington University, and is a proud Minneapolis South High graduate.
Rep. Mike Freiberg
Mike Freiberg provides legal technical assistance to jurisdictions around the country working on various tobacco control policies. Previously, he worked on research projects related to menthol in tobacco products, cigarette butt litter, and non-cigarette tobacco products. Mike has worked as an adjunct law professor at the Mitchell Hamline School of Law, having taught classes in legislation and public health law. Mike also serves as a Minnesota State Representative and spent nine years on the Golden Valley City Council, helping to craft the city’s strong secondhand smoke ordinance that was adopted in 2004. From 1999-2001, Mike worked for a member of Congress as a legislative assistant specializing in health care.
Cecilia Aguilera
Cecilia Aguilera joined the Fair Elections Center following a voting rights fellowship with the Campaign Legal Center. As a law student, she interned at the U.S. Department of Justice’s Civil Rights Division and Office of the Pardon Attorney, the D.C. Superior Court, and the Capital Appeals Project. She also served as a student attorney with the Georgetown Juvenile Justice Clinic. Prior to law school, Cecilia worked as a staff assistant for U.S. Senator Dianne Feinstein, then as a legislative correspondent on Senator Feinstein’s Judiciary Committee staff. Cecilia has a B.A. from Mills College, a master’s degree from the University of Cambridge, and her J.D. from Georgetown University. She is a member of the bars of the District of Columbia, U.S. District Court for the District of Columbia, and the U.S. District Court for the Western District of Wisconsin. Cecilia is also admitted to the U.S. Court of Appeals for the Seventh Circuit.
