Nature of Case: Starkey, a registrant whose registration term was set to expire, filed suit against Oklahoma Department of Corrections after change in the law meant that he was now a lifetime registrant.

Holding: Oklahoma Supreme Court found, on state constitutional grounds, that SOR constituted punishment, and could therefore not be applied retroactively.
