Hoffman v. Village of Pleasant Prarie, 249 F.Supp.3d 951 (E.D. Wis. 2017)
Nature of Case: Civil suit brought by registrants challenging local ordinance which enacted residency restrictions that differentiated between those who were domiciled in the village at time of offense and those who were not.
Holding: Court held that statute violated ex post facto clause in that residency restrictions were banishment, and that also violated equal protection in that it treated two classes of persons differently (those who were domicled at the time of offense and those who were not) differently.
