Nature of Case: Plaintiffs, class of people required to register in Lynn, Mass, brought class action against local legislation that enacted residence banishment laws. Plaintiffs brought a number of constitutional claims. Trial court held that it violated the Home Rule amendment to the Massachusetts Constitution. City appealed.
Holding: Massachusetts Supreme Judicial Court held that the local law enacting residential banishment for registrants was unconstitutional under the Home Rule amendment, and that local laws regulating registrants was effectively preempted.
